Police Shot Unarmed Black Male at the Bart Train Station in Oakland

In Oakland, California, police officers shot an unarmed young black male as he was faced down on the ground.

Allegedly, police officers interjected themselves to break up a fight and initiated an arrest, but instead of the arrest happening a murder took the place of it. 

Was there racism behind this heinous act? Do police officer's get a free pass to kill innocent civilians?
